Sir,

I am commanded by My Lords Commissioners of

the Admiralty to transmit herewith for the information

of the Secretary of State for the Colonies, a copy of a

report by the Rear Admiral, Hong Kong, regarding anti-

piracy guards to which is attached a statement of the

terms of service for the White Russian recruits.

Similar letters have been addressed to the

Foreign Office, War Office, Board of Trade and Treasury

Solicitor.
